and president obama doesn't want to recognize that that problem exists. >> when you say no one is talking about defaulting on the debt, does that also include letting the debt ceiling lapse? >> well, you know, larry, what we're once again up on the debt ceiling. we have been here before, a year and half ago we were having this debate again. i supported a plan cut cap and balance that would have focused on solving the problem. but clearly we haven't sold the problem and credit card is maxed out again and president obama wants to get that money from china and send the bill to the kids. so any deal to solve this latest crisis ought to include a solution to their actual problem that got us here. >> is john boehner's role still in place? one for one for every dollar of debt increase there should be a dollar of spending reduction? >> i think you need a start with that. then you've got to actually put real programs in place that solve this problem long term. because look, if we don't solve this problem coming up in the next few weeks, we're going to be back here in another few months because president

that a promise broken. where obama talked a big game about transparency, fulfilled a lot of transparency, don't get me wrong, but on something like that, the way washington works, those negotiations are not on c- span, they are in a room at the white house where deals are cut. it is sausage being made. that promise was not fulfilled, so that one earned a broken. host: what about his broader pledges on health care? guest: health care was an area where he had a fair amount of success. he kept 47% of the health-care promises. many of those were tucked inside the health care law, which of course passed in the first two years of his presidency when democrats controlled the house. so health care was an area where he had some of his biggest success. from caffeyhear from michigan on our democrats line. caller: good morning. i think the president has kept most of his promises. everyone he could possibly keep. i mean, the republicans have gone after him like nothing. but during the presidential election, you heard him say many times -- the republicans say -- "facts don't matter." they just do not care

. president obama spent the better part of the hour talking about the debt ceiling. so we'll go into the details about what it is, exactly. it is a cap on the amount of money the federal government may borrow. the cap is actually set by congress. so it includes money the federal government borrows from the public. for example, u.s. bonds, right? also includes debt that the treasury owes the government, trust funds like social security and medicare. right now, the ceiling, is it set at almost $16.4 trillion. the country's borrowing already hit that mark. that happened on december 31st. so the ceiling is raised periodically because both parties, they have to have approved the tax cuts and the spending increases over the years, knowing that they're going to add to the deficits. by doing so, they increase the country's need to borrow in the future. since 1962, congress has raised the debt limit 76 times, 11 times in the past decade. i want to talk about the debate over the debt ceiling, how it affects the overall economy. our georgia tech economics professor, danny boston joining us
